A green and low carbon development policy system and mechanism in the city and rural area construction field will be established.

It was indicated by the implementation scheme that before 2030, building energy savings and waste resource utilization levels will be greatly enhanced, and the energy resources utilization rate will achieve an internationally leading level; the energy consumption structure and methods will be further optimized, with sufficient application of recyclable energies; the city and rural area construction method addressing green and low carbon transmission will achieve positive growth, and the situation of ‘Large Construction Volume, Large Energy Consumption Volume and Large Emission Volume’ will change radically.
