On June 13, Governor Maura Healey of Massachusetts announced the creation of the Massachusetts Community Climate Bank. This so-called green bank is designed to maximize building sector investment to reduce greenhouse gas emissions with a focus on affordable housing. It will start operations with US$ 50 million in funds from the state’s Department of Environmental Protection.
The Climate Bank, which is located within MassHousing, a state-level affordable housing finance and investment bank, is the first such statewide initiative in the United States dedicated to affordable housing. It is designed to lend funds directly to building owners and attract investment by private lenders as well as federal funding available through the Inflation Reduction Act (IRA) and other federal programs to finance building retrofits and decarbonized new building construction.
Massachusetts’ Clean Energy and Climate Plan targets reducing greenhouse gas (GHG) emissions from residential heating by 49% in 2030 and by 95% in 2050. Low-and middle-income households pay more for energy as a share of their income and have less ability to invest in clean energy upgrades. Buildings account for more than 25% of total GHG emissions in the state and as much as 70% of GHG emissions in cities in Massachusetts.
By utilizing the timeline under which affordable housing is periodically refinanced, the Climate Bank aims to finance heat pumps, heat pump water heaters, high-efficiency appliances and other efficiency upgrades as well as solar panel installations. Other innovative public and private finance projects will also be leveraged to integrate clean energy in construction of affordable housing.
